a) Procedures:
* Step 1:
- For projects and non-projects specified in Clause 27, Article 1 of Decree No. 132/2018/ND-CP dated 01 October 2018: The Provincial People's Committee does not organize appraisal. The Chairperson of the Provincial People's Committee shall pursuant to the Decision on the implementation policy to decide on the approval of project and non-project documents.
- For projects and non-projects not specified in Clause 27, Article 1 of Decree No. 132/2018/ND-CP dated 01 October 2018: The Provincial People's Committee shall be in charge of appraising the project and non-project documents (the Authority for Planning and Investment shall implement its procedures) by organizing the appraisal meeting or consulting the Ministry of Planning and Investment, the Ministry of Finance and relevant agencies depending on the scope, nature and content of projects and non-projects.
- For non-project aid with non-refundable ODA grant of USD 200,000 or less, upon approval of the non-project documents, the Chairperson of the Provincial People's Committee is not required to seek appraisal consultancy of relevant agencies.
* Step 2: Document appraisal
- The Authority for Planning and Investment organizes the appraisal of documents of technical assistance projects, non-projects using non-refundable ODA aid of the programs / projects;
- The appraisal agency is responsible for reviewing the validity and requiring the project owner to submit an original set of documents to the Authority for Planning and Investment (address: National Highway 14, Tan Phu ward, Dong Xoai city, Binh Phuoc province) for filing.
* Step 3: After the document appraisal is issued, the Authority for Planning and Investment shall submit to the Provincial People's Committee for consideration and approval.
* Step 4: Returning result
The applicant submits the Receipt of application and an appointment slip to the Center for Public Administrative Service of Binh Phuoc province to be instructed on related obligations (if any) and receive the results.
b) Methods of implementation:
- Direct submission at the headquarters: Center for Public Administrative Service of Binh Phuoc province.
- Via the postal system.
- Online submission via: http://dichvucong.binhphuoc.gov.vn
c) Constitution and quantity of documents:
* Constitution of documents:
- Proposal for approval of project and non-project documents of the project owner;
- Sponsors’ written agreement on the content of projects, non-projects and notice or commitment to consider funding;
- Draft of project and non-project documents;
- Consulting documents of relevant agencies;
- Memorandum of understanding signed with the sponsors, report of the appraisal expert team which carried out at the request of the sponsors (if any).
* Quantity of documents: 01 set of documents
d) Time limit for settlement:
- The time limit for appraisal of project or non-project documents is 20 days after receiving a complete and valid set of documents;
- Upon the approval of project or non-project documents, the Provincial People's Committee shall notify and concurrently send the decision enclosed with the approved project, non-project documents bearing the Provincial People's Committee’s seals on the edges of every two adjoining pages to the Ministry of Planning and Investment, the Ministry of Finance and related agencies for supervision and coordinated implementation.

e) Agencies carrying out administrative procedures:
- The competent authority of decision: The Provincial People's Committee.
- The agency directly carrying out administrative procedures: The Authority for Planning and Investment.
g) Results of implementing administrative procedures: The decision on approval of project documents issued by the Provincial People's Committee.
h) Fees, charges: None.
i) Name of the application, declaration form:
The samples of documents of technical assistance programs and projects using ODA aid and concessional loans specified at Appendix VII issued with the Government's Decree No. 16/2016/ND-CP dated 16 March 2016 amended and supplemented in the Government's Decree No. 132/2018 /ND-CP dated 01 October 2018.
k) Requirements and conditions for implementation of procedures (if any):
Requirements and conditions are specified in Clause 27, Article 1 of Decree 132/2018 / ND-CP, specifically: The Provincial People's Committee does not organize appraisal. The Chairperson of the Provincial People's Committee shall pursuant to the Decision on the implementation policy to decide on the approval of project and non-project documents as followed:
- Projects and non-projects associated with policy frameworks;
- Projects and non-projects in the fields of security, national defense and religion;
- Projects and non-projects with non-refundable ODA aid equivalent of USD 3 million or more;
- Aid for procurement of goods subject to permission of the Prime Minister;
- Vietnam's participation in regional programs and projects.
The Authority for Planning and Investment shall be in charge of the appraisal of project and non-project documents in other cases by organizing appraisal meetings or seeking for appraisal consultancy from the Ministry of Planning and Investment, the Ministry of Finance and relevant agencies depending on the scope, nature and content of the projects and non-projects.

- Decree No. 132/2018/ND-CP dated 01 October 2018 of the Government on amendments and supplements to some articles of Decree No. 16/2016/ND-CP dated 16 March 2016 of the Government on the management and use of official development assistance (ODA) and concessional loans from foreign sponsors.
- Circular No. 12/2016/TT-BKHDT dated 08 August 2016 of the Ministry of Planning and Investment guiding on implementation of some articles of Decree No. 16/2016/ND-CP dated 16 March 2016 of the Government.
